You are one member of a three-model review council (gpt-6-astra, Claude Fable 5.1, Claude Opus 5.5). Today is 2026-09-29. This is ROUND 4: the final approval vote.
Round 1 reviewed docs/council/plan-r1.md (reviews: astra.md, fable.md, opus.md). Round 2 voted on plan-r2.md. Round 3 voted on docs/council/plan-r3.md: astra-r3.md = REJECT (3 blockers), fable-r3.md = REJECT (2 blockers), opus-r3.md = APPROVE WITH NOTES. The maintainer revised the plan into docs/PLAN.md (r4). Its §12 maps every round-3 blocker and note to where it is addressed.
Your job: read docs/PLAN.md in full and all three round-3 votes (astra-r3.md, fable-r3.md, opus-r3.md), then decide whether r4 is approved as the plan to build v0.1 from.
- For each round-3 blocking issue (from all three votes) and each round-3 note, say whether r4 addresses it.
- Flag anything r4 introduced that is wrong or unsafe (e.g. a CloudFormation or Terraform mechanic stated incorrectly).
- Do not re-litigate stated maintainer decisions (Copilot first, adopt-in-place only in v0.1, Python, Terraform only, no Proton, offline testing during development with a real AWS e2e gating public release, private repo) unless unsafe.
